Artificial intelligence is an important driving force for a new round of scientific and technological revolution and industrial transformation, which will bring revolutionary changes to people's production methods and lifestyles. Establish a correct view of artificial intelligence development; clarify the basic principles and operational guides for the development and use of artificial intelligence; help to build an inclusive and shared, fair and orderly development environment; and form a sustainable development model that is safe secure, trustworthy, rational, and responsible. As enterprises, universities, research institutes, and industry organizations that research, design, manufacture, operate, and service artificial intelligence; to promote ethics and self discipline in China's artificial intelligence industry; to guide and standardize the behavior of practitioners; we make the following commitments:

· Article 8: Clarify responsibilities.

Make clear the rights and obligations at each stage in artificial intelligence research and development (R&D), design, manufacturing, operation, and services, etc., to be able to determine the responsible party promptly when harm occurs. Advocate for relevant enterprises and organizations to innovate in insurance mechanisms under the existing legal framework, to distribute the social risks brought about by development of the artificial intelligence industry.

4. As part of an overall “ethics by design” approach, artificial intelligence systems should be designed and developed responsibly, by applying the principles of privacy by default and privacy by design, in particular by:

a. implementing technical and organizational measures and procedures – proportional to the type of system that is developed – to ensure that data subjects’ privacy and personal data are respected, both when determining the means of the processing and at the moment of data processing, b. assessing and documenting the expected impacts on individuals and society at the beginning of an artificial intelligence project and for relevant developments during its entire life cycle, and c. identifying specific requirements for ethical and fair use of the systems and for respecting human rights as part of the development and operations of any artificial intelligence system,

This set of norms is formulated in order to deeply implement the “New Generation Artificial Intelligence Development Plan”, to refine and implement the ” Governance Principles for the New Generation Artificial Intelligence”, to enhance the ethical awareness on Artificial Intelligence (AI) and the behavioral awareness of the entire society, to actively guide the responsible AI research, development, and application activities, and to promote healthy development of AI.

Chapter 6. Organization and Implementation

  23. This set of norms is issued by the National Governance Committee of New Generation Artificial Intelligence, and it is responsible for explaining and guiding its implementation.   24. With actual requirements and needs, management departments at all levels, enterprises, universities, research institutes, associations and other related organizations may formulate more specific ethical norms and related measures based on this set of norms.   25. This set of norms shall be carried out starting from the date of its publication, and shall be revised in due course according to the needs of economic and social development and the development state of AI.
